A reserve for a school of Arts in Bundaberg was gazetted on 22 June 1871; however a library was opened at a different location in Bundaberg in the early 1870s. On 23 April 1872, trustees for that reserve were appointed.

In 1889 the School of Arts received a grant to enable the committee to introduce technical education. The Technical College operated as part of the Bundaberg School of Arts. From September 1902 the committee of the Technical College kept a separate Minute Book and a separate account. It was completely separated from the School of Arts in 1924 when it was taken over by the Department of Education and was combined with Bundaberg State High School.

In 1977 the Bundaberg School of Arts was renamed Bundaberg and District School of Arts.

Establishment and maintenance of a library and reading rooms, and generally "the diffusion of useful knowledge".

All property of the institution was vested in Trustees. The five trustees were to be appointed by the members in general meeting assembled. The management of the Institution was vested in a President, two Vice-Presidents, and a committee of seven, to be elected at the Annual General Meeting of members. The committee also appointed librarians and other staff. The nominated officers held office until the next Annual General meeting.

After several years of discussion to decide whether the existing School of Arts library should be upgraded and changed from a subscription library to a free library, or if an entirely new library should be built, the decision fell on the latter. The trustees of the Bundaberg School of Arts agreed to transfer the land, building and all assets to the City Council from 1 January 1979.
The School of Arts library was closed on 16 February 1980. The new Bundaberg and District Library officially opened on 29 February 1980.
