In 1968, there was a change in focus in health services in Queensland and the Ipswich Special Hospital was reconstituted as the Challinor Centre for the training and care of the intellectually handicapped. It no longer functioned as a psychiatric hospital but provided training programmes to develop the capacity of those intellectually handicapped who were able to contribute to their own welfare in some measure and also to care for those profoundly incapacitated and in need of full nursing.

In the booklet entitled "Department of Health - an Outline of the Department's Activities 1957-1974", the Hon. S D Tooth MLA, Minister for Health stated that with the passing of the "Mental Health Act 1974" for the first time a legal distinction was drawn between psychiatric hospitals for the mentally ill and training centres for the intellectually handicapped.

The Health Department continued to administer the Challinor Centre until 14 December 1987 when the Intellectual Handicap Services Branch was transferred to the Department of Family Services. The Challinor Centre was closed in 1998, following the site's purchase by the University of Queensland for the location of its Ipswich campus.

Disability Services Queensland was gazetted under Public Service Departmental Arrangements Notice No.3 on 26 November 1999, as a separate and independent department.
