The Environment and Heritage Department was established on 7 December 1989 with the re-naming of the Department of Environment and Conservation by Order in Council.

The Environment and Heritage Department was created to:
- Promote the concept of ecologically sustainable development within the community and to secure the adoption of policies and practices designed to achieve ecologically sustainable development
- Assess the quality of Queensland's environment and to evaluate and manage the impacts on environmental quality of human activity
- Conserve the land-based and marine biological diversity and outstanding natural features of Queensland
- Promote and facilitate the conservation of the cultural heritage of Queensland
- Provide opportunities for community understanding, appreciation and enjoyment of the natural and cultural heritage of Queensland

The Department situated Regional Directors in southwestern, southeastern, central, northern and far northern areas. These Regional Directors were in charge of managers who represented the different aspects that made up the operation of the Department, namely Conservation, Environment, and Corporate Services.

On 26 February 1996 the Environment and Heritage Department was renamed the Environment department.
