Description
ESTABLISHMENT:
The Police Gaol, Townsville was established under the "Act for the Regulation of Gaols, Prisons and Houses of Correction in the Colony of New South Wales and its Dependencies and for Other Purposes Relating Thereto, 1865". In April 1893 the newly constructed HM Penal Establishment, Stewart's Creek was opened near Townsville, and the Police Gaol sent there its prisoners sentenced to more than 3 months' imprisonment. On 4 Nov 1893 the Police Gaol was closed as a gaol, and immediately reopened as a prison - HM Prison, Townsville (I) - taking in some of the prisoners from Stewart's Creek, which was already overcrowded (Mackay prison had closed and sent its prisoners to Stewart's Creek as well).

FUNCTIONS:
Punishment
Prisoner rehabilitation
Prison administration

PORTFOLIO CONTROLLING:
Colonial Secretary 1 Jan 1891 - 19 Dec 1894

ABOLITION:
On 19 December 1894 HM Prison, Townsville (I) was finally closed.

Note:
It appears that the Prisons Department was using its own letter stamp on its correspondence from approximately Sep 1890 onwards, even though it was not formally recognised as a separate department until 1 Jan 1891 when the 1890 Prisons Act came into effect.
