The appointment of the Howard Cemetery Trust, parish of Burrum, was published in the Queensland Government Gazette on 31st May 1884, under sections 7 and 8 of The Crown Lands Alienation Act of 1876, The first meeting of the Howard Cemetery Trust occurred on the 31st of March 1885, the appointed trustees being W. Howard, P. McKenna, J. Moody, T.J. Watkins and D.P. White.

Trustees had powers to enclose the land granted in trust for cemetery purposes and were responsible for the administration, upkeep and maintenance of the cemetery.

In the Trust Minutes dated 2 February 1904, a letter requesting that the Howard Shire Council take over control of the Cemetery is noted. The same meeting details the reply to the Trust's request from the Howard Shire Council, who express a willingness to take over the Cemetery ‘as soon as possible’. The notification of Howard Shire Council assuming control of the cemetery appeared in the Queensland Government Gazette on 28 February 1905.
