This agency originated as the Balmoral Shire Council Electric Authority by gazettal on 22 Sep 1919 under the "Balmoral Shire Council Electric Light and Power Order 1919". Subsequently, joint boards were established, the Balmoral and Coorparoo Electric Supply Board on 7 May 1920 and the Balmoral, Coorparoo, Wynnum Electric Supply Board on 4 Aug 1922.

The agency was established to supply electricity within its prescribed area of supply. In its final form, it was responsible for carrying out an electric light and power scheme in the Shires of Coorparoo and Balmoral and the Town of Wynnum and for making and enforcing the necessary by-laws.

The agency was a Joint Local Authority duly constituted as an Electricity Authority under the "Electric Light and Power Act 1896" administered by a Joint Board comprising equal membership of each local authority.

On 14 December 1922, the joint board was replaced by the Metropolitan Electricity Board, a reconstituted Joint Local Authority having an expanded area of supply.
