Description
ESTABLISHMENT:
On 31 July 1958, Part IV of the "Libraries Act 1943" was proclaimed, making provision for the deposit of public records with the State Librarian. The position of Archivist within the Public Library was gazetted on 2 July 1959, and the Archivist commenced duties on 4 November 1959. From 1974, the Public Library, Archives Section was referred to in Library Board of Queensland annual reports as Queensland State Archives, and the title State Archivist was also adopted; however, the position of State Archivist was not officially created until 3 September 1981.

FUNCTIONS:
Queensland State Archives is responsible for the management, storage and preservation, and accessibility to government and the public, of non-current permanent records of public authorities including state government departments, local government authorities, courts, commissions of inquiry and statutory bodies.

Under the "Public Records Act 2002", Queensland State Archives is the state's archives and record management authority, and is responsible for ensuring that standardised practices are maintained by all public authorities.

ADMINISTRATIVE STRUCTURE:
From 1959 Queensland State Archives was part of the State Library, and the State Librarian was responsible for the disposal of public records with the approval of the Library Board of Queensland. Under the "Libraries and Archives Act 1988", this function was transferred to the State Archivist who continued to be responsible to the Library Board of Queensland until 1991-1992.

Following recommendations made in the Public Sector Management Commission's review of State Library 1990, amendments to the "Statute Law (Miscellaneous Provisions) Act 1991" allowed for transfer of responsibility of Queensland State Archives to the Minister for Administrative Services. Under the Public Service Management (Transfer of State Archives) Order 1992, Queensland State Archives was formally amalgamated with the Administrative Services Department as a Business Unit on 29 February 1992; the State Archivist became the Director and State Archivist.

Under the "Public Records Act 2002", a Public Records Review Committee was established to advise the State Archivist regarding administration of the Act, decide disputes with government agencies regarding access to records, and review decisions of the State Archivist not to authorise disposal of records.
