The first Manager appointed to the Railways Refreshment Rooms branch was J. J. Fallon on 30 June 1916.

Railway Refreshment Rooms existed prior to 1916 under a contract system superseded by the Railway Department which took over the control and management of the businesses as a separate sub-department of railway work. Initially the takeover was to begin in the new 1915-1916 financial year. This, however, was impractical with 21 June 1916 appointed as the official takeover date whilst the date fixed for taking over of the Rooms was 1 January 1917. Only 14 leasees were permitted to retain their businesses owing to the nature of the business or isolation which made it cost prohibitive for the Department to manage.

In the early 1970s the Refreshment Rooms Branch also used to the name Refreshment Services and saw a number of closures due to increased costs and decreasing patronage. The late 1970s saw a return to private leasees and by the 1980s an increase of on-train refreshment services and a move away from refreshment rooms to catering services.

Due to corporatisation in 1991 the Railway department, Refreshment Room Branch was restructured and ceased to exist as a separate sub-department.

This Branch was controlled by the Commissioner's Office within the Railway Department. From 1 Jan 1919 to 1 Jul 1929 the State Trade Office controlled the branch under the State Enterprises Act, 1918.
