On 25 September 1915, the Queensland War Council was established with the right to establish other Sub-Committees throughout the state.
The role of the Council was the collection and administration of funds, and initiatives for employment and settlement of returned soldiers, and to provide assistance and advice to dependents of those killed.
The Council was comprised of the Premier, various other Ministers, aldermen of the Brisbane local authorities, the President of the Chamber of Manufacturers, and the Director of Labour. Sub-Committees of the Council were established and expanded or changed over time including: Medical, Employment generally, Land Settlement, Education, Anzac Cottages, administration of the Discharged, Maimed and Wounded Soldiers Fund etc. Committees were also formed in local authority areas other than Brisbane.

The membership of the Council was terminated by order - in - council from 1 November 1932.
