"The Public Service Acts Amendment Act of 1920" created the position of the Public Service Commissioner, placing the administration of the Service under the Commissioner rather than Executive Council members.

The Public Service Commissioner had powers to create regulations and make recommendations with respect to: the general administration of the Service; staff selection; Public Service examinations and scholarships; staff training, promotions, retirement, leave, etc; Public Service expenditure; the classification of Public Service officers and the determination of salaries and wages and discipline. As part of the Commissioner's responsibility for the efficient, economic and general working of the Public Service and its Departments, the Commissioner's Department made inspections, inquiries, investigation and recommendations with regards to these matters.

The Commissioner reported annually to the Chief Secretary (later the Premier and Chief Secretary). On matters regarding the administration of a particular Department of Government, the Commissioner submitted his reports and recommendations to the Governor-in-Council through the departmental Minister concerned. The Commissioner was assisted by one or two Deputy Public Service Commissioners, a Secretary and numerous Inspectors.

Appeals against a decision or recommendation made by the Commissioner could be made to the Appeal Board. This Board was established under the provisions of "The Public Service Act of 1922". From 1951, the Commissioner's Department became decentralised, branches having been established at Townsville (Northern Branch) and Rockhampton (Central Branch). The system of administration of the Public Service under a single Commissioner was varied as from 1 January 1969 by the constitution of a Board of three Commissioners.
