Description
ESTABLISHMENT:
On 7 Dec 1989 the Department of Community Services and Ethnic Affairs was amalgamated with the Department of Family Services under the new name of Department of Family Services and Aboriginal and Islander Affairs. Aboriginal and Islander Affairs became a Division within the Department. The Cairns District Office was established at the same time.

The goal of the Division was "full participation, recognition and self-determination" for Aboriginal and Islander people, fostering reconciliation and highlighting a supportive rather than a directive role for the Division.

ADMINISTRATIVE STRUCTURE:
A new Divisional structure was implemented at department level under an Office of the Director General, including a Division of Aboriginal and Islander Affairs, which replaced the former Department of Community Services.

The Division of Aboriginal and Islander Affairs supported a Northern Region Office at Cairns, District Offices at Brisbane, Cairns, Mt Isa, Thursday Island, Rockhampton, and Townsville; and Detached Offices at Cunnamulla, Mackay, Laura, and Normanton. Other branches of the Division were: a Rights and Culture Branch; a Services Branch and a Legislation Branch. Later on the Legislation Branch was abolished and a Co-ordination and Resourcing Branch was created.

At the end of 1995 the Division of Aboriginal and Islander Affairs was replaced by the Office of Aboriginal and Torres Strait Islander Affairs. The Office managed a Policy Coordination Branch, a Regional Services Branch and Regional Offices. The Cairns District Office's Manager was directly responsible to the latter.

ABOLITION:
The Aboriginal and Islander Affairs Division, District Office, Cairns, ceased to exist on 25 Jan 1996 when the Department of Family Services and Aboriginal and Islander Affairs briefly became the Department of Family and Community Services. On 26 Feb 1996, with a new State Government, the name changed again to Department of Families, Youth and Community Care. Within the new Department was the Office of Aboriginal and Torres Strait Islander Affairs.
