From approximately 1 July 1877, a Police Inspector, Second Class, was stationed at the Police Station, Cairns. By 25 November 1878, however, the Inspector's Office had moved to Port Douglas, remaining there until 1890. In the period 1890 - 1895, the headquarters of the Cook District Inspector, First Class, was Cooktown, but in 1896 the Cairns District was established, and an Inspector re-appointed at Cairns.

A district Inspector performed administrative duties, supervising the work of offficers at Police Stations, as well as having overall responsiblity, in accordance with the 1864 Rules, for the prevention of crime, detection of criminals, and the general preservation of the peace within the district.

District Inspectors reported directly to the Commissioner of Police.
